Oration (CAS Days)

Last Week, I was asked by my Department Chair to write an Oratorical Piece for the College of Arts and Sciences' Days. Here it is:


Oftentimes we appreciate art. We even fight for its existence. But then, we seldom analyze its educational value and its impact in our culture.
Ladies and Gentlemen, a very pleasant and culturally artistic day to all of you!
God, the grand artist and designer crafted the most magnificent piece of art humankind can ever imagine-the universe! The blossoming of the flowers is delightful and the intertwining of every part of the human body is amazing. He created man, equipped him with the gift of art and wisdom to come up with his culture that will separate him from other creations, and nurtured him with love for him to take care of His masterpieces. But what did the man do? What did you do? What did I do?
Man abused God’s most precious gift to him-the gift of art and the ability to make the universe brighter and shinier. He created bombs, dangerous weapons and illegal drugs that killed innocent children, caused hunger and homelessness and deprived the people’s right to have a peaceful community, free from fear, exploitation and violence. As the time runs fast, technology, which is a work of art, is continuously being innovated. Those technologies are astonishing, right? How human was able to design a social networking site that can connect people from all over the world remains a mystery to a lay man who is appreciative to the wonders of the world. But then, have you ever asked yourselves what those technologies brought to your friends, families and even to you? Cellphones as they connect people also tempt snatchers. Social networking sites, as they help the account owners socialize with their friends and love ones serve as a venue for cybersex, illegal drug dealings, rape and other crimes. Greed, lust and immorality enveloped the earth, and people blame it to one thing-Art.
Not only did man misuse his artistic ability, but also his capacity to create his own identity through a culture. Man’s culture became diversified. The purpose of having an identity was already lost! Men fought with each other and claim that they have to do it to protect their culture. Far different from God’s purpose, culture divided people based on their social classes, economic status and religious affiliation. It caused tribal, civil and religious wars. Culture became synonymous with competition and survival.
Man painted the universe red-not with love but with bloodshed and horror. Darkness surrounded the hearts of everyone. Government officials and powerful businessmen are combating in a political arena and are digging their opponents’ dirty past in an artistic medium called advertising. In terms of painting, the universe became the worst painting with uneven angles, rough texture and scattered colors.
Can we still return art to its original form? Can we still make use of art in an intelligent way where our end goal is the common good? Yes, we can! The answer ladies and gentlemen is Cagayan State University- College of Arts and Sciences. You might probably ask, a small College of a state university can help resolve a big issue that the world is facing now? Yes it can! The College is filled with students who are packed with different talents in arts. This is not hearsay only. The claim can be proven by the college’s piles of awards and recognitions in different fields such as debate, story-telling, essay writing and many more.  The College has also produced television shows that showcase the artistic abilities of the students not only in delivering news, but also in presenting the good sides of Cagayan Culture. One of the biggest proofs of the claim was the recent PACUCOA visit or evaluation where the Liberal Arts got its First level status.
In the college, the students are honed not only to exhibit art, but also to screen what art should be exhibited. It censors their products and inculcates in their minds the value of art-which is not just to promote beauty but also to display goodness.
Ladies and gentlemen, as we celebrate the College of Arts and Sciences Days, let us look in the different activities that the Dean and the Faculty members have prepared. There are academic activities such as oration, quiz bee, poetry interpretation and extemporaneous speech. We also have socio-cultural activities such as Pop Dance, Search for Mr. and Ms. CAS and Ethnic Dance. And of course, who can forget the favorite event of every student? The sports. All of those activities though they seem to be different have only two goals-to maximize the students’ creativity by bringing out the best in them in terms of art, and to make them realize the worth and significance of art in binding the people and promoting peace on earth. At the end of the day, what is more important in playing is not what you played using creative and artistic techniques but how you played the game with modesty, humility and sportsmanship. After all, how we demonstrate art says something about our culture. We wouldn’t want our culture to be ridiculed; we only want it to be promoted by exposing the good art.
Ladies and gentlemen, the role of the teachers in this great endeavor is essential. They should educate the students on how to use their artistic talents in practicing the virtues of life. We, the students are overjoyed that here in CAS, we have educators who assist us in creating something out of art that will be beneficial to the humankind.
Here in CAS, we celebrate the Human Gifts of Culture and Arts through Academic and Sports Competition because we believe that Culture and Arts are only gifts from above, therefore they must be used properly.

TUGUEGARAO CITY -- The Department of Social Welfare and Development (DSWD) partnered with the Department of Education (DepEd) in piloting an anti-hunger program aimed at mitigating hunger among poor families and improving school attendance.


Dubbed as "Malusog na Simula, Yaman ng Bansa", the program has two components, the Food for School Program (FSP) and the Healthy Start Program (HSP).

Patrianne Padua of the DSWD said Food for School Program (FSP) is a rice distribution program for both DepEd and DSWD while the Healthy Start Program is an on-site feeding program for DepEd.

The lady information officer explained that the FSP-DSWD component is an immediate intervention to address families through their school children enrolled in the day care centers.

"It is a daily ration of one (1) kilogram of rice given to a child for at least 120 days per school year and as long as the child goes to the day care center everyday, the family is assured of rice on its table everyday", Padua further said.

The program aims primarily to mitigate hunger or "itawid ang pamilyang Pinoy mula sa gutom".

The FSP and the HSP were piloted in Ambaguio, Nueva Vizcaya and in the first three beneficiaries of the Pantawid Pamilyang Pilipino Program (4P's) in Region 2.

Ambaguio is one of the top 38 among the top 100 municipalities identified through the small area estimation methodology. (PIA 2)

DSWD launches 4Ps jingle-making contest

Tuguegarao City (4 May) -- The Department of Social Welfare and Development (DSWD) 2 recently launched a jingle-making contest to relay the key message of the Pantawid Pamilyang Pilipino Program (4Ps) through the use of music.

designated Information Officer of 4P's said the contest is open to all residents of the region including the non-beneficiaries of 4Ps.

"Contestants below 18 years of age must submit a parental consent allowing the child to join the contest,"
Padua stressed.

The jingle must be an original composition highlighting the theme "Kayang-kaya ng Pinoy Tumawid Tungo sa Kaunlaran" and must contain the importance of health and education in the fight against poverty.

The lyrics can be in English, Tagalog or combination of English and Tagalog. Any musical instrument can be used as accompaniment at the composers' discretion. A capella is also allowed.

All entries must be submitted in properly labeled CD with the tract title, composer/performer/s name and contact information. Lyrics of the song should be typewritten or printed legibly in an A4-sized bond paper.

The criteria for judging are: Lyrics-30%; musicality (execution/over-all performance)-35% and originality (creativity)-35%.

Those who are interested to join the competition are advised to visit the DSWD Regional Office located at Carig, Tuguegarao City or call telephone numbers 846-7414 and 846-7532. (PIA 2)

Dumagat Children Sing Closing Songs

Divilacan, Isabela -- Divilacan, a 3rd class coastal municipality, literally means “a place where the fishes and shells abound”. Tourists are aware of its rich natural resources and verdant seas. However, the Dumagat tribe, which is considered the guardians of its nature, remains obscure and hides in their community by the side of the sea or in the thick wilderness.

The tribe gradually breaks out of their shell when the Pantawid Pamilyang Pilipino Program (4Ps) came in Divilacan. 4Ps enables them to mingle with the townspeople by constantly attending the Parent Effectiveness Sessions (PES), which opens their mind to the value of education, their right to education, and the importance of availing health services. It had been their former belief that education is not necessary with the kind of lifestyle and culture they have.

“The Dumagat families have learned to value education and its importance to the future of their children. They are now religiously sending their children to school not because they are afraid to be delisted from the program but because they became aware of their obligation as parents as they attend PES”, proudly said Mrs. Judith Dela Cruz, Municipal Social Welfare and Development Officer of Divilacan.

She also added that during their Day Care closing ceremonies, several Dumagat pupils received awards for being best in numbers, writing and alphabet. It gives her immense satisfaction to see several Dumagat children finally singing graduation song together with other children.

In the master list of Day Care pupils shown by Ms. dela Cruz, there were 8 Dumagats enrolled at the Day Care Center in Barangay Sapinit, 3 in Barangay Dicaruyan, 2 in Barangay Dimasalansan and 2 in Divilacan National High School for the school year 2009-2010. According to Ms. dela Cruz, this is the first time that there are Dumagat enrollees in day care centers. In the previous years, there were almost none.


The Dumagat children derive extreme pride and joy in going to school with complete uniform. It is a completely novel experience for them as well as for their parents to see them in school uniform. Their parents also ensure that they eat a full meal before going to school, which they are now able to afford because of the cash grant they receive from 4Ps.

4Ps is a poverty reduction program implemented by Department of Social Welfare and Development (DSWD), which focuses on the health and education of the poorest households with 0-14 year-old children. Divilacan is one of the 3 pilot areas of 4Ps in Region 02. It has 412 household beneficiaries, most of which are from the Dumagat tribe.

With 4Ps coupled with the consistent support of their parents, Ms. dela Cruz believes that the younger generation of Dumagats shall become pioneer professionals that will set a better standard of living for their tribe.###(4Ps Social Marketing Unit)
 

Good Practices in San Mariano

San Mariano, Isabela -- Last May 5, 2009, a total of P1, 624,400 was distributed to 877 4Ps beneficiaries. It was a rainy day. For the beneficiaries, the rain meant only blessings. Some beneficiaries arrived three hours earlier in their eagerness to receive their much-anticipated conditional cash grant. Their excitement overflows as they share their little victories and stories of hope.

Borrowing money or “utang” is pervasive in almost all cultures but is practiced differently in rural areas in the Philippines. In other cultures, credits are for major purchases like house or car because these things are normally acquired through installment. But in the case of the rural poor, even daily necessities like salt, school allowance of their children, and food, are oftentimes borrowed.

Martha Bumanglag, a resident of Brgy. Bitubian, San Mariano is a 4Ps beneficiary who used to rely on “utang” to buy their basic family needs. She remembered that they would always borrow from neighbors and when misunderstandings arise between them, the issue of debts would be brought up. The other party would hurl insulting remarks at them and they would have no choice but to keep quiet.

Now that they are receiving cash grants from 4Ps, Aling Martha proudly says they can already afford to buy food and give their children allowances and school materials without borrowing money from neighbors. She also added that majority of men in San Mariano whose favorite pastime is drinking liquor have either stopped or regulated their alcohol intake. The change in the drinking habit of men resulted to less violence towards their wives and children. Harmony in households has improved because the beneficiaries are complying with the conditions of 4Ps which include attendance of parents or guardians in responsible parenthood sessions and parent effectiveness seminars.

Gambling is also a vicious activity that the poor resort to in the hope of escaping from bleak poverty. Julie Aggan, another 4Ps beneficiary from Sonti, San Mariano said that she used to be an avid gambler in their community but when she became a 4Ps beneficiary, she learned to become responsible. Gambling is no longer part of her routine. Instead, she attends to her family’s needs and devotes her time to attending mother’s classes and responsible parenthood sessions. The P1, 400 monthly cash grant she receives is allotted for the needs of her family.

Health awareness has improved in the community as well. Mrs. Emerita Molano, the Municipal Link, proudly testifies that all pregnant women in San Mariano religiously get pre-natal care. They visit the health center monthly during their first and second trimester and twice a month or weekly during their third trimester up to the expecjeted date of delivery to ensure their health and that of the baby.

The health center provides free medicines and vaccinations to improve the health of children. Jessabelle Jacob, thirteen years old and a resident of West Sitio, Binaguan, San Mariano said that they have learned to take advantage of these health benefits when they became 4Ps beneficiaries. According to her, she and her siblings are gradually gaining weight since they started visiting the health center because of 4Ps.

Jessabelle also shared that when 4Ps started, attendance rate in classes improved. She enthusiastically said that her classmates are present almost everyday. Before, they had to cut classes to help their parents earn a living. When they became part of 4Ps, they go to school worry-free, no longer thinking where to get money for their family and school needs.

The Pantawid Pamilyang Pilipino Program also known as 4Ps aims to cut intergenerational cycle of poverty through investment in human capital. A household-beneficiary can receive as much as P1, 400 each month. The cash grant includes P500 per month for nutrition and health expenses and P300 monthly per child with a maximum of 3 children per household for educational expenses. Household-beneficiaries must comply with certain conditions to continue receiving cash grants.

The conditions are the following: parents must ensure that their children attend school at least 85% of the time, and receive vaccinations and preventive health care. Pregnant women must receive pre- and post-natal care and be attended during childbirth by a skilled health professional. Parents must attend responsible parenthood seminars, mother's classes, and parent effectiveness seminars.

It is very comforting to note in the accounts of the beneficiaries that they have learned to deviate from practices that only bind them further to poverty. Furthermore, they have switched to more productive practices that would liberate them from their wretched status in life. ### 4Ps Social Marketing Unit - June 8, 2009

LGU Elicits Social Participation Among 4Ps Beneficiaries

Santa Fe, Nueva Vizcaya -- During the celebration of the 15th Kalanguya Festival in Sta. Fe, Nueva Vizcaya on March 12, 2010, a sayawit contest exclusive for 4Ps beneficiaries was conducted. Beneficiaries from Barangays Baracbac, Malico, Imugan, Bacneng, Sinapaoan, Canabuan and Bantinan showcased their talents to the amazement of the audience.

Barangay Baracbac garnered First Prize (P1,500.00), Barangay Sinapaoan got the second prize (P1,200.00) and Barangay Bacneng won Third Prize (P1000.00). Other barangays got consolation prizes of P800.00 each.

Ms. Ruth Carla Balauag, the Municipal Link explains that 4Ps helps a lot in eliciting social participation among the beneficiaries in Sta. Fe. According to her, many of the beneficiaries belong to indigenous tribes. They live in secluded areas and they hardly mingle with people from the lowlands. Many of them do not feel a sense of belonging-ness to the community.

Including them in the social activities of Sta. Fe is one way of encouraging them to be more involved in the community. It is also a venue for them to showcase their culture to the people in the lowlands.
“When they became part of 4Ps they started to feel a deeper sense of belonging-ness. This is just the beginning because there will be more sessions, community assemblies and significant activities where they will be taking important roles,” explained Ms. Balauag.

The LGU of Sta. Fe firmly believes that through 4Ps, the indigenous groups will become more integrated in the community. In this way, they will be motivated to contribute and get more involved in social endeavors. It also serves to make them realize their value in the society. 4Ps recognizes that being one with society is an important factor in making a major dent in uplifting the lives of the poor. ### (4Ps Social Marketing Unit)

Dumagats in Palanan, Guardians of Nature

Palanan, Isabela -- Lush garden with tomatoes, kamote tops, and squashes are among the nutritious produce in the Dumagats’ gardens in Barangay Culasi. Gardening becomes an alternative source of food for them aside from fishing. The Dumagats are descendants of the Agtas, the first indigenous people (IP) to originally inhabit the Philippines.

The ancient Agtas lived stable lives as hunters, fishers and gatherers for centuries. The present day Dumagats subsist on fishing, sporadic cultivation of crops, and intermittent trading. They sell lobsters and big crabs. Due to the seasonal nature of their subsistence, they ask for food from other people during difficult times. The Pantawid Pamilyang Pilipino Program (4Ps) enables them to venture to another source of food production which is gardening.
Being a coastal town, Palanan is a solitary sanctuary with its peaceful islands and empty white beaches. However, its pristine and unadulterated environment could not mask the economic scarcity. Palanan has a poverty incidence rate of 48.20% with a total population of 16,254 as of 2007 based on NSO Census.  It is on this basis that Palanan was included as one of the municipalities in the initial implementation of 4Ps.

The primary impediment to Palanan’s progress is accessibility. Direct road access to adjacent towns is not available. There are three difficult means of reaching the town – by a 30-35 minute flight in a six-seater, single engine Cyclone Cessna commuter plane from Cauayan City or six to seven-hour boat ride from the towns of Dingalan or Baler in Aurora Province, in the south, or a three to five day hike from the town of San Mariano, Isabela. Barangay Culasi is a community of the Dumagats by the side of the sea in Palanan. This group of IP in Palanan prefers to reside near the sea (dagat), thus, the term Dumagat was coined by the town folks. They seek refuge in the seas or in the wilderness rather than suffer discrimination and mockery from lowlanders. For this reason, nature conservationists commend them for being the “guardians of nature” and for sacrificing their poor town’s progress and development to save their unadulterated habitat.

The intervention of 4Ps in Palanan serves to enhance the towns union with nature rather than compel its residence, especially the Dumagats, to modern life. Twenty-five (25) Dumagat families are now 4Ps beneficiaries. Merly Castillo, a Dumagat beneficiary, felt that this is the government’s way of reaching out to them. There are 1,339 4Ps beneficiaries in Palanan. Approximately 14% of the beneficiaries are Dumagats.

4Ps is a poverty reduction and social development program of the Philippine  government that provides conditional cash grants to extremely poor households to allow them to meet certain human development goals in exchange of compliance to co responsibilities.

Merly’s family lives in stark poverty. Their source of living is seasonal so there are instances when they have to solicit food from other people in order to survive. She has three children ages 10, 4, and 2. Her 10-year old child is enrolled in elementary school while her 4-year-old child is enrolled in day care center.                                 
A household-beneficiary can receive as much as P1, 400 each month. The cash grant includes P500 per month for nutrition and health expenses and P300 monthly per child with a maximum of 3 children per household for educational expenses. They could receive cash grants up to five years as long as they comply with the co-responsibilities.

In the efforts to preserve nature, DSWD Field Office II Regional Director Arnel B. Garcia and the Municipal Link in Palanan, Mr Manolito O. Nazareno included gardening as another conditionality for the Dumagats. This additional co-responsibility nurtures their ability to guard and nurture the wildlife that serves as their refuge.

Mr. Nazareno coordinated with the LGU and MSWDO staff of Palanan to implement the said conditionality. The authorities immediately heed to the suggestion as they noticed the improvement in the life of the Dumagats. Everybody complied with enthusiasm. Barangay officials gave prizes to households that have the best garden to acknowledge and celebrate the fruit of their hardwork.

Merly now owns a flourishing vegetable garden. Her eyes glisten with pride as she stares at the expanse of her prosperous garden. The depth of her gratefulness is evident as she spills words of gratitude, “Nagpapasalamat kami sa 4Ps dahil natuto kaming magtanim para meron kaming makain at hindi humingi sa ibang tao”. (I am grateful that 4Ps had taught us gardening. We no longer need to rely on other people for food.)

The beneficiaries are living testaments to the ancient bible adage: “Give a man a fish and he will live for a day; teach him how to fish and he will live for a lifetime.” 4Ps enables the Dumagats to thrive in their unique culture and cultivate their one-ness with nature minus the stigma of hunger brought about by poverty. ### (4Ps Social Marketing Unit)

Hey everyone! Welcome to my blogsite. I had been planning to write all my thoughts, feelings and ideas about events, places, nature and people but I didn’t have the time. Thanks to the “Aggaw Nac Cagayan” (Cagayan Day), classes are suspended, that’s why I was able to start writing my blogs. For the first few days, I will be posting articles and photos which I wrote when I was still working as the Information Officer of the Pantawid Pamilyang Pilipino Program of the Department of Social Welfare and Development. Next week, I will start posting happy, positive and vibrant stories about career, life and love. I hope you will get inspirations and insights from my stories.
